I could go into a long explanation about the physics behind it - but I'll spare you - It's a round metal rim, and heat formed plastic. The plastic snaps over the rim on the can and the rim acts as a guide allowing the Can Cap to rotate. When you move the hole in the Can Cap to one side or the other of the hole in the can....yep, you guessed it - it blocks fluid from getting out...and all kinds of things from getting in.
